Houses retain responsibility for their members.
Authority is strongest closest to the source of the issue.
RELATIONSHIP TO NATION
Coordination
Nation involvement may occur when:
- the harm exceeds the capacity of a house,
- multiple houses are affected,
- restoration cannot be achieved internally.
National response coordinates but does not replace house authority.
RESPONSIBILITY Obligation Failure of a house to respond affects standing and trust. Timely action supports balance and legitimacy.
LIMITS
Escalation
Escalation occurs when restoration is refused, avoided, or denied.
Higher involvement follows demonstrated need, not preference.
