This principle anchors decisions in continuity. It prevents improvisation that would weaken legitimacy.

Scope

Guidance may include:

  • recalling prior resolutions,
  • identifying recognized patterns,
  • clarifying inherited responsibilities,
  • and relating present matters to known law.

Limits

Guidance must remain faithful to what is known and recognized. It cannot invent authority.

Consequence

Grounded guidance strengthens confidence in outcomes. Ungrounded direction risks dispute and loss of trust.
