Category: Tsm’syen Law Page status: Working

Purpose

This entry clarifies the role of a national or collective assembly within Tsm’syen governance.

The Assembly exists to coordinate matters of shared concern while respecting the continuing authority of houses and clans.

Principle

Coordination supports unity.

Coordination does not transfer or erase authority.

Authority of houses and clans

Houses and clans retain responsibility for their members, territories, and internal matters.

Their jurisdiction continues regardless of Assembly involvement.

Role of the Assembly

The Assembly brings together voices where issues extend beyond a single house or clan.

It helps organize response, communication, and common action.

It does not assume ownership of local authority.

Limits

The Assembly cannot extinguish house or clan responsibility.

It cannot override ayaawx.

It cannot absorb powers that originate elsewhere.

Function

Proper coordination strengthens the Nation while preserving internal balance.

Respect for limits maintains legitimacy.
