Inter-community matters include issues that:&lt;br /&gt;

* Impact shared lands, waters, or travel routes&lt;br /&gt;
* Require coordination beyond a single local authority&lt;br /&gt;

These matters do not dissolve local jurisdiction.&lt;br /&gt;
They require lawful coordination between jurisdictions.&lt;br /&gt;
