New page

Governance Through Responsibility
Category: Tsm’syen Law
Page status: Working

Purpose
This page describes the principle that governance within Tsm’syen society is exercised through responsibility rather than control. It explains how authority operates as a duty to the house, the clan, and the Nation.

Definition
Governance within the Tsm’syen system is based on responsibility carried by individuals, houses, and clans.

Authority is not understood as the power to command others, but as the responsibility to care for the people, territories, and laws entrusted to the wilp.

Those who hold names or leadership roles carry obligations to uphold ayaawx and protect the well-being of the house and Nation.

Responsibility of leadership
Individuals who hold recognized names or leadership positions must act in accordance with the responsibilities of those names.

Leadership requires:
* care for the members of the house
* protection of house territories
* maintenance of house histories and names
* proper conduct in relations with other houses

Leadership therefore reflects the duties attached to a name rather than personal authority.

Responsibility of the house
The wilp carries collective responsibility for its members and its territories.

Houses are responsible for:
* guiding the conduct of their members
* maintaining their adaawx and histories
* protecting the territories associated with the house
* addressing internal matters and disputes

Through these responsibilities the house maintains order and continuity.

Responsibility within the Nation
Houses do not operate in isolation.

Responsibilities extend outward through relationships with:
* Waap (Clan)
* Ayaawx
* Nation Law

These relationships ensure that governance at the house level contributes to the stability and balance of the Nation as a whole.

Accountability
Responsibility creates accountability.

If individuals or houses fail to uphold their responsibilities, their authority may be questioned or withdrawn through witnessed processes.

Authority therefore depends on continued adherence to ayaawx and proper conduct.

Significance
The principle of governance through responsibility ensures that authority remains connected to the well-being of the people and the land.

It reinforces a system in which leadership is measured by service, conduct, and care for the house rather than by institutional power.
