Authority may be withdrawn when it is no longer carried lawfully.

Under Ayaawx, authority is not permanent.
It exists only while responsibilities are upheld and legitimacy is maintained.

Withdrawal may occur when:

* Responsibilities continue to be neglected or violated.
* Harm to people, land, or lawful order remains unresolved.

Withdrawal of authority is not arbitrary.
